I was wondering how one can cater for bandwidth used over shell, such as through wget or curl. Does cPanel have rules in place to monitor b/w over the public interface on a per user basis, and if not; how do you make sure your clients (who have shell access), don't abuse their quota like this?

Bandwidth accounting comes from things that can be measured as such, like web and ftp. Since the standard ssh shells (bash, etc) don't care anything about bandwidth and offers no bandwidth monitoring tools for it, there's no way to do this under cPanel.
