Is there an easy way that when a user accesses CPanel from domain:2082 or domain/cpanel it shows a custom page somewhere on my server, and then there is a continue button to enter the cpanel?

Just make the index.html page from the theme another name, and then create a custom index.html page with a link to the old one.
