Adding access hosts in cpanel

When I try to add an access host to a MySQL database through cpanel I click add host and it tells me it's added the host, but it doesn't actually add it.
Any ideas on what could be causing that?
It's in cPanel 10.9.0-RELEASE 34.

Before looking at this problem I would strongly advise you update cPanel on your server by running /scripts/upcp

You are running quite an old release, the latest is 10.9.0-RELEASE_47

Is it possible to do that when I'm on a hosting plan? Or do I need physical access to the server?
Also I fixed the problem by just changing the host to 127.0.0.1, the server had permanent local restrictions in place. But I'd still appreciate it if you answered my other question, thanks :)
