adding an ftp account

i know this is a newb question, and i apologize, any help would be appreciated, even pretentiously worded help

i need to setup an ftp account to upload files to my vps (recently had to change after my shared server kept screwing me)

according to cpanel documentation for setting up an ftp account (http://www.cpanel.net/docs/cpanel/Adding_FTP_accounts.htm) i should have an option in my cpanel called "ftp manager" where i can add ftp accounts

however i cannot find this option anywhere, and all options with the word "ftp" do not take me to the section that the documentation describes

please give me some guidance for how to find my ftp information or add an ftp account

You need to add the FTP Clients via the accounts cpanel, not WHM.
