I have searched around for this, but could not find anything on the forums.

Is there anything that automates balancing account creation across multiple servers based on usage and capacity, or do I need to just do a 'fill til full' or round robin assignment? With Plesk, this is done using Expand, but I do not see how to do this with cPanel/WHM.

While there isn't some sort of findBestServer() function call, you can use the XML API to provide you information regarding disk usage and bandwidth consumption for each server. You can then use the XML API to provision the account as you desire.

Though, it is most common to bring one server to near capacity before beginning another cPanel/WHM server. The only issue with this common tactic is if all accounts continue to grow, eventually accounts will need to be transferred off that server onto your new cPanel/WHM server. Transferring accounts among cPanel/WHM servers isn't much of an issue nowadays, especially if you have DNS Clustering so the user doesn't even need to update their records with the registrar.
