Adding user with domain.com/~username

I had cPanel installed just a few hours ago and I've finally figured out how it handles add on domains. One of my packages I offer is just a basic web site with a domain.com/~username .. no personally owned .com required.

How can I add a user that will have an account on the machine to go to /~username?
