Additional User Accounts

Is this possible?

I would like to create multiple user accounts under a single domain, so that users can have:

http://www.domain.com/~username

I have looked all through WHM and I can't see any option to add additional user accounts to an existing &Account& (i.e. packaged website).

Any ideas? Suggestions?

Just create a subdomain and then an FTP account for that subdomain
