After 11 Upgrade - phpmyadmin error - permissions

It seems I cant get into phmyadmin from CPanel - works from WHM
I read the previous threads about permissions being 1777 and about rm /tmp/sess_*
I have checked all that and rebooted the server for good luck

The only thing that has changed is the CPanel 11 upgrade
