We are experiencing the situation where emails are stuck in the Pending Queue. When we try re-sending the message, the error message is:
All deliveries are handled by MailScanner

After searching and experimenting with various items, this seems to be caused by tmpwatch. I have modified tmpwatch to run as follows:
/usr/sbin/tmpwatch -lm 12 /tmp

This seems to have corrected the problem.

I hope this note helps someone....

I am happy to see you were able to resolve the issue. Please keep in mind that MailScanner is a third-party application that is not natively supported by cPanel.
