I've enabled the "Allow users to update Awstats from cPanel" option in WHM but I do not see anywhere that clients can do this via cPanel.

Does anybody know where this option is?

Right up the top of your Awstats page it should have something like.

For some reason that's not showing up in my AwStats. I am running WHM 7.4.0 cPanel 7.4.0-R32 on FreeBSD, so I guess they didn't add this in the FreeBSD version??

You have to wait at least 24 hours before it will appear. Check your main awstats.conf file in /etc to see if it says "1" beside "allowtoupdatefrombrowser" if you want to be sure. The next time stats update, your customers' conf files will be set to match that one.

I wrote cPanel about it and they said that it appears to bug and they will fix it in a future release. I guess this problem just occurs on FreeBSD servers.
