Allowing mails of local users listed in spam db

Hi

Exim is configued to check incoming connections and refuses mail from listed networks

How can local users whose network is listed in spammers db (spamcop, cbl, spamhaus) be allowed for sending mails.

put their ip into /etc/alwaysrelay and restart the

service antirelayd restart 
service exim restart

I managed to resolve it by adding the following line in my exim.conf below the acl check_recepient

accept hosts = :

accept authenticated = * ### this line was added
