An error message that does not make sense. (phpMyAdmin)

Hi,
When I try to access phpMyAdmin from my control panel, I get the following error message:

&phpMyAdmin was unable to read your configuration file!
This might happen if php finds a parse error in it or php cannot find the file.
Please call the configuration file directly using the link below and read the php error message(s) that you recieve. In most cases a quote or a semicolon is missing
somewhere.
If you recieve a blank page, everything is fine.

config.inc.php &

When I click on the link &config.inc.php& I get a blank page, which according to the above message suggests that
&everything is fine&. But if &everything is fine& then why am I seeing the above message?

Can anyone suggest me what I might be doing wrong?

Hi KT,

Thanks for your input. I chmod config.inc.php to 644, but that does change the results. I am still having the same issue.
