Do you have Iptables service enabled on your server.. try

    service iptables start
    chkconfig iptables on
    service apf restart

    Go on, have a guess
The error would suggest that you don't have iptables compiled into your kernel. Does the followng give you a nice long list of modules including ip_tables:

    lsmod

If you're on a VPS, then you need to have your provider upgrade the Virtuozzo kernels to a current one which fully support iptables.

IF that's not it, what Os and kernel are you running?

The issue mentioned by "ngchandak" has nothing to do with iptables start or stop as specified by someone above. It is solely related to the kernel he is using. I had the same problem while installing the "Kiss Firewall" and the kernel downgrade sort it out.

"ngchandak" better ask your hosting company to do it for you, as messing with this kenel issue remotely may bring the server down.
