Annoying extra unwanted folders?

Hello,
Whenever i create a new account, it comes up with folders named _vti_bin, _vti_log, _vti_txt. What are these folders for and how can i get rid of them on my current account and when i create new accounts?

When you create a new account, you have to select package, or you select individual components, so whatever way you do, check for the option of FrontPage extensions, you have it selected, just unselect it and these folders will not be created.
