Anonymous FTP disabled in WHM, but keeps on working

I have Anonymous FTP disabled in WHM, but when I attempt to connect to a site using anonymous ftp, I am still able to access it.

Why is it like this?

cPanel Access Level
Root Administrator
Not sure why it continues to function but I have deleted the public_ftp directories on our accounts to disable it.
Perhaps someone else has an explanation?
