any fully language aware skin?

Hi,

Is there any free/cheap and fully language aware skin for CPanel?

I have given the language file to the translation and get it back. After then I realised that not any of default CPanel skins is fully language aware...

Of course I could clone one from the default skins (i'm not sure if CPanel license allows this, I haven't read it carefuly), but I cannot give theme files to my translator - he needs to get a plain text.

Anyone knows any solution for me? Any skin which is REALLY language aware?

I thought I heard Xcontroller as being a fully language aware theme, but I could be wrong. I would check with cpanelthemes about that. Everything else I know of isn't language aware .
