Apache Bug - is this normal or a bug?

I've set a "ErrorDocument 404" in my htaccess file, which works when I type an incorrect URL.

However if I type "%2F", which is the encoded way of writing a "/", and hit enter, I get the generic Apache error 404 page which complains an error 404 page doesn't exist, when it does..!

Found this when I redirected a page using PHP to an encoded link which didn't exist.
