    /scripts/updatenow
    /etc/init.d/httpd stop
    killall -9 httpd
    /etc/init.d/httpd start

Also you may want to check your error logs if apache doesnt come back up and see what it's reporting.

    Logs... where

Well i have searched up and down and i am not able to find the "Raw Apache Logs".

Example.. (from one of our Plesk servers) this information is usually located at /var/log/httpd/error_log

[Thu Oct 9 11:44:04 2003] [warn] module mod_frontpage.c is already added, skipping
    [Thu Oct 9 11:44:15 2003] [notice] Apache/1.3.27 (Unix) (Red-Hat/Linux) FrontPage/5.0.2.2623 mod_ssl/2.8.12 OpenSSL/0.9.6b DAV/1.0.3 PHP/4.3.1 mod_perl/1.26 configured -- resuming normal operations
[Thu Oct 9 11:44:15 2003] [notice] suEXEC mechanism enabled (wrapper: /usr/sbin/suexec)
[Thu Oct 9 11:44:15 2003] [notice] Accept mutex: sysvsem (Default: sysvsem)

or some reason the logs on all of or Cpanel servers have no raw data..

Never mind.. for some odd ball reason the logs were hidden at /usr/local/apache/logs/error_log
