Apache mod_userdir Tweak config file

Hi,

In order to automate our whm installations we need to be able to disable Apache mod_userdir Tweak on all new servers.

Which config file stores this value?
is there any command we can run to disable this by default?

The response from @24x7server here is good information but I do want to point out that WHMAPI 0 is deprecated and the same function exists in WHMAPI 1 which can be found here:
