Apache "Must be uid 0 to raise maximum RLimitNPROC" Error

    Our newly installed server having only one user account and still we are getting following error in apache error log,

    "Must be uid 0 to raise maximum RLimitNPROC" and then tried with following steps just adding limit values in apache conf as

    "RLimitMEM 903576 1034584
    RLimitCPU 100 140
    RLimitNPROC 10 20"

    But no luck.. can anyone come across those issue please let me know the solution for this case.
