Apache not loading images/cssApache not loading images/css

I have a newly configured cpanel server thats not loading any images/css.

PHP/html files are loading file. I can list the folder index and see the jpg/gif's but clicking on them brings the error.

Forbidden
You don't have permission to access /face.jpg on this server.

Anyone have any idea's what could be causing this? I only have the face.jpg file in the root folder. There is no .htaccess.

look as apache/php wrongly compiled. first try recompile apache/php and check are compilation done succesfully and are you issue still exist. if yes, you need your httpd.conf for correct settings. if there everything okay - check you /home and /home/username and /home/username/public_html - sometimes rights assigned incorrectly.
