Apache overload and get down

    Hello,

    In apache status this is like below:

    Current Time: Wednesday, 04-Apr-2018 20:13:47 CEST
    Restart Time: Wednesday, 04-Apr-2018 19:57:40 CEST

    Server uptime: 16 minutes 7 seconds

    Total accesses: 402049 - Total Traffic: 15.8 GB
    CPU Usage: u300.3 s289.47 cu0 cs0 - 61% CPU load
    416 requests/sec - 16.7 MB/second - 41.2 kB/request
    3985 requests currently being processed, 540 idle workers

    and my app load very very slow, I dont know what is this 3958 request it going till 15000, and why cpy is 61% while when I use "top" command on ssh, cpu usage is like below:

    Or when I send message notification to users this happen every thing goin crash ?
