I get this on the advisor:

Enable “Jail Apache” in the “Tweak Settings” area, and change users to jailshell in the “Manage Shell Access” area. Consider a more robust solution by using “CageFS on CloudLinux”

Do I still have to do it, despite having Disabled Shell for all accounts?

No, you do not have to do this, even if you had Shell access enabled for some of your users. The security advisor suggestions are just that, security based suggestions. You can read more about the feature here:
