apache2 fcgi - access denied

    public_html/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable,

    just upgraded to the latest apache2.0 and FCGI. any ideas what can i do with this? all the users get the error.

    cd ~user
    chmod a+rx public_html

    I faced this error and /scripts/chownpublichtmls not helped.

    The issue was from apache2.2 build, I seen in httpd.conf "group daemon" and changing that to "group nobody", fixed the issue.
