As far as ownership goes... Who owns the apache process?

    Not sure what you mean. Apache is run up by root:root, in then drops privileges to nobody:nobody. If you have suexec enabled, then the virtualhost containers will run under the username:group of that domain. If you have phpsuexec enabled, then php scripts will run as username:group of that domain.

    A friend has a script from paypal and the file needs the same ownership as apache in order to function. Anyone?

    I doubt that is true. It should work just fine if uploaded via FTP in ASCII mode and if it's a perl script, CHMOD 711 it.
