Hello, I have been having this problem from the beginning ever since I started using WHM. Everytime I create a new account WHM automatically assigns the account a new dedicated IP address instead if using the main shared ip and if there are no more dedicated ip's left cpanel will tell me that it cannot create the account due to the fact that it has no more ip's left. Can anyone please tell me why WHM refuses to assign the main shared ip automatically to new accounts?

Are you using a package you created on new account creation? The main reason I could see this happening would be due to using a package that is set to use a dedicated IP.
