Is the only way you can assign an account a dedicated ip address by creating and account and then editing the ip address the account has to a dedicated one, or is there a way to do it when the account is created.

Well, this is the beauty of what cPanel does best, that is: Virtual Domain Hosting.

Most hosts I would guess, don't give every account it's own Dedicated IP. But you could in the way mentioned previously, or, you can use the tools cPanel provides to give accounts you wish, their own Dedicated IPs, here:

WHM > Account Functions > Change Site's IP Address
