I have the backup option set to back everything up to a local folder, but I'd also like to have those backup files backed up to an external FTP server.
I don't want to enable the FTP backup option in the Backup settings, because that will only back the accounts up, and because I want to have the local backup as well.
How can I set things up to backup the backup files to the remote FTP server?
    Thanks!

Is there a way to do this without using SSH keys?
I'd like to use a server that I only have a cPanel account/instance on, not the main WHMPanel/root control of...
And I see that this is planned for 11.34 anyway, but I'd like to get something working for now.
    Thanks!

You could try using FTP in a script instead. The downside is that this wouldn't be a very secure way to do it.

Here's one example from a google search on FTP script example:

Using ftp in a shell script

    Hello!

I have enabled the standard backup type with incremental backups and hard links for the weekly and monthly backups. Can i use rsync to copy the /backup folder to an ftp server. I am not sure if hard links work correctly in ftp.

You shouldn't copy the hardlinks anyway as they simply point to the same location, which is the daily files. Just rsync the daily files over.
