Is there any way to disable Backup User Selection for all domains/users [On|Off] at once from any files or from WHM interface

Yes, this ability has been implemented since cPanel version 11.38.1.2. Please ensure you are using the latest version available on your build tier if you do not see the option referenced in the previous post.

Is there any option on WHM 11.36.1 (build 6) and the file /etc/cpbackup-userskip.conf stores the accounts names which need not to be backup-ed, so which file is used which will show the accounts which backups are configured for daily or weekly or monthly ?

In cPanel version 11.36, the global backup configuration options are stored in:

/etc/cpbackup.conf
