Sorry for the noob questions today folks...

bandmin appears to run in cron at 2,58 (i.e. 2 minutes past, and 58 minutes past every hour)

What does bandmin do exactly, and why does it run twice an hour only 4 minutes apart?

on " Main >> Server Configuration >> Statistics Software Configuration" there is an option for Schedule Summary, where is says that Bandwidth Statistics are generated every 6 hours... so this doesn't seem to correlate with bandmin in cron running twice an hour, which is why I'm asking these questions.

    Any clues?

bandmin applies rules to your iptables configuration to assist in bandwidth data accumulation. This process is not governed by anything in the Statistics Software Configuration interface. That tool modifies the cpanellogd process, which tabulates all the bandwidth data into reports and graphs.
