Bandmin Reports Zero Bandwidth

OK, new server / cPanel setup.

The settings are identical to another server that we use.

But bandmin shows zero bandwidth and has never updated. Root cron is set properly.

Is there a command or method to enable bandmin?

Inquiring minds need to know. :)
