Say someone signs up for an account with us on the 24th, with 100gb of bandwidth.

They have basically 6 or 7 days to use 100gb of bandwidth.

Then its reset, so they can use another 100gb of bandwidth before their billed again on the 24th... effectively getting them twice the bandwidth they ordered.

How can this be prevented?

I fail to see how that would help.

Customer signs up on 20th. Customer Pays $10 prorated.
Customer uses 300gb of bandwidth between the 20th and 31st.
Customer pays $30 for next month
Customer uses 300gb of bandwidth between the 1st and 30th.

So, the customer pays $40 for 600gb.
It's the same thing really, only the billing schedule is different. I don't believe modernbill takes into account bandwidth quotas with prorated billing, but that's something I'd have to discuss on the modernbill forums. I prefer to avoid billing that way.
