Bandwidth warning not being sent! (problem since 2002?)

    I've seen a couple of people talking about this problem on this forum going back to 2002, and so far I've not seen a solution posted.

    When one of my customers reaches 80% of their bandwidth limit, I get an email from the server, but the customer does not.

    I have checked to make sure that:
    A) The option to send them the warning is enable in WHM
    B) The customers have valid email addresses entered in their cPanel

    I submitted a trouble ticket to cPanel a couple days ago, gave them root access, and received an email on the 20th saying "they'll check it out". I emailed yesterday to ask "any luck yet?" and have yet to receive a reply, so I am wondering - is anyone else experiencing this issue? Does anyone know of a solution?

    I'm running:
    WHM 8.5.1 cPanel 8.5.3-S3
    RedHat 7.3 - WHM X v2.1.1
