Best way to limit download speed --> Apache 2.x

Hello
I am searching to find the best way or a better way! to limit apache download speed.
Our network BW is 100Mbps but I can see often it is 100% used bye two or three sites.




Is there any module to limit download speed per ip?
Or per virtual host (with option to set it for all virtual hosts)

Is there any way?

I found mod_cband but it seams this module is not compatible with apache 2.2

mod_cband on cpanel

Thank you very much, I was installed it.
The only problem is that I have to edit httpd.conf and set custom mod_cband config for each virtual host

Is there anyway to use a global configuration for all vhosts?

Hello
I found set this option for all virtual host is not possible, Apache goes down after this config.

I set limit only for huge usage websites.
Then I use /usr/local/cpanel/bin/apache_conf_distiller --update to save changes

after distill, When I execute /usr/local/cpanel/bin/build_apache_conf all changes will be died.
What is the solution ?
