There are many, WHMCS is a complete solution for both, WHMAutoPilot does account creation and billing and can be integrated into some helpdesk software. I currently use both of the above, and Kayako eSupport.

Why not check out the details of the WHM API on the CPanel.net website and make your own billing system with automatic administration of user accounts in WHM? It is far superior to using a third party application as it can be 100% customized and is highly integrated into your service.
