Block all VPN services from accessing our server

Is there a way to block all known VPN services from accessing our services?

We run and maintain a large popular forum with a good anti-spammer system but they are now bypassing our anti-spam by using VPN services. Is there a way to block all USA based VPN services on WHM /cPanel?

Hey there! I'm not sure there's a good way to do this with or without any control panel, as it would require a list of all the IPs that originate from VPN services. Since that is the case, I don't have a good recommendation for a way to achieve this.
