What can I do to block, and either hold or delete email sent TO a specific email address or domain name? I do not want it to attempt delivery.

Using Exim, I assume that I can add something to either the exim.conf, or the cpanel_exim_system_filter file.

To confirm, you want all emails going to a certain email account to be held or deleted? You can create a filter in cPanel > Account Level Filtering and cPanel > User Level Filtering to process emails to a set email account. A system-wide filter would not be needed if this is simply for a specific email account or domain that would be receiving the message on the machine.

Or, do you instead mean emails going out of the server to a specific email account or domain?

Yes, I know it is odd, but I am asking to filter email going out of the server to a specific domain or email account.
