Use IP Deny Manager in CPanel or do it via .htaccess.

Are you trying to block the ip from your server or from a single website?

if you want to block the ip from your server you could use iptables... somthing like this...

    /sbin/iptables -A INPUT -s ip.ip.ip.ip -j DROP
