Broken CDB_File seems to create cPanel garbled icon text

I keep seeing these messages in WHM's Server Configuration - Update Preferences panel:

Possibly related, since this started happening, in cPanel (using x3 theme), all the text underneath the icons seems to show codenames instead of 'nice english' names.

How can I solve these two (possibly) related issues?

Please try forcing an update of the locale databases via:

/usr/local/cpanel/bin/build_locale_databases --force

Well, what do you know... that command completed and both issues have now gone! I'm sure I tried this before, but maybe the recent forced upgrade to 11.32.5 changed enough so that it could now complete...
