Since this isn't happening for first time then in linux server what command in terminal would unblock IP's if specified?

Is there a way to see in terminal which IP's have been blocked out?

You can view IPs that have been blocked via the WHM interface in WHM -> Security -> Security Center -> cPHulk Brute Force Protection in the Brutes table. On that screen, you can also customize brute force protection settings.
