BUG in httpd.conf generation on account creation - R17853

    Hello,

    At the end of the httpd.conf there is an include:
    Include "/usr/local/apache/conf/includes/post_virtualhost_2.conf"

    Now, if we create an account, its VirtualHost will be added AFTER that line.
    To move that line to the end I have to run /scripts/rebuildhttpdconf after every account creation.

    I have some wildcard domains set up in post_virtualhost_2.conf, so it is crucial that it is parsed after all VHOSTS.

    Another issue: when creating an account, /var/cpanel/templates/apache2/vhost.local template is ignored (it seems that default template is used instead).
