Just FYI:

WHM 11.23.0 cPanel 11.23.3-R25133
REDHAT Enterprise 4 i686 on standard - WHM X v3.1.0

Removing an addon domain does not remove the FTP account associated with it, nor the folder / files.

I would do the whole bugzilla thing, but I'm not interested in having my email address displayed on a publicly accessable page.

This is intended functionality. This allows you to remove an add-on domain without being forced to copy/re-upload the files. Additionally, it allows the FTP account to continue working after you no longer wish to use the add-on domain.
