Bulk password generator that can meet cpanel strength requirements?

Hi all. I'm looking for a free resource (preferably online) that can generate random passwords in bulk for me. The main requirement would be that all generated passwords could meet my cpanel password strength requirements. This way I could be assured that all passwords were valid before importing my addresses in-bulk.

It would be nice if the resource also had these features:

• include/exclude symbols
• include/exclude numbers
• include/exclude lowercase/uppercase characters
• include/exclude similar characters (e.g. i, l, 1, L, o, 0, O)
• include/exclude ambiguous characters (e.g. { } [ ] ( ) / \ ' " ` ~ , ; : . < >

Alternatively, if I could understand the criteria behind how cpanel (WHM?) determines a password strength, I could perhaps create my own passwords that are all strong enough.
