Can cpanel manage a user's DNS only

    Were working on a VPS offering and we need to be able to offer customers a way to manage their DNS.

    Can we not just give them a cpanel account for their domain only? How is this accomplished, the only way we see it is that it wants to create a web hosting account with it.

    This is just if they choose to use our name servers.

    There are no native features available that allow for accounts for DNS purposes only. However, you are welcome to contribute to the following feature request:

    Nameserver Only Accounts

    It is also possible to use the XML-API DNS functions:
    XML and JSON APIs

    With this you can build your own interface for managing DNS zones without the need of creating a hosting account.
