This directory is consuming almost 3Gb but backups are taken once a week and I'm not sure why cPanel is keeping these files here as well?

cPanel should not automatically save MySQL backups to the "/var/lib/mysqlbackup" directory. Check to see if you have a custom cron job that's backing up databases to that directory.

It's not a directory cPanel creates. It was likely created manually or through a custom cron job or script.
