Yes. 
If it's not already there then create a cpanel3-skel directory in:
/home/reseller/
with a tree of:
cpanel3-skel
-public_ftp
-public_html
Resellers can even brand their clients cPanels.
/home/reseller/cpanelbranding
This can be done from within WHM/cPanel (version#)/Branding
The changes you make will be saved to the above directory and will have a structure consisting of the directory names of the themes you choose to Brand. Nice personalized touch for a reseller
