I can connect to that mailserver on port 25 from my location:

    Code:
    # telnet mail.plugpayplay.com 25
    Trying 89.145.94.11...
    Connected to plugpayplay.com.
    Escape character is '^]'.

This sounds like a firewall issue on the remote machine that is trying to connect to that mailserver. You should try taking down the firewall or ensuring it has port 25 outbound open when trying to telnet from it to the mailserver.
