Can user change "max_allowed_packet" of mySQL ??

    I have vBulletin installed but it can't upload file more than 1Mb.
    Because default max_allowed_packet = 1M

    I already setup php:

    upload_max_filesize = 50M
    post_max_size = 51M
    memory_limit = 55M



    Can user change "max_allowed_packet" of mySQL ?

    I think it needs to be changed on the server main config... I tried this on an older version of PHP, and it worked but it doesn't on the new ones

    mysqldump --max_allowed_packet=16M --opt -utest -p -hlocalhost databasename > backup.sql
