can you provide cpanel access without providing ftp access?

We have several clients who want the ability to add/edit/delete mail users, and to check stats, but we can't figure out how to provide access to these features without giving them the ability to FTP in to actually edit their site?

In doing so ... can you provide one access to cpanel and have them see only a few of the options, such as mail, stats, etc, and not all the available modules?
