Can you securely transmit files wihout shell access?

    On my windows machine, if I run WinSCP or SSH, they will not connect to the server unless the user has shell access.

    This seems like a lousy security situation -- It would be better not to give all clients shell access. And it would be better if non-shell clients could use something more secure than FTP.

    So what do you do?

    Or does anybody know a way to securely transmit files using some client that does not require the user to possess shell access?

    I would be interested to know for Windows, for Mac, and for Linux, and I would be very grateful for information and advice.
